His origins are essentially the same! Simon was once a highly successful archaeologist and antiquarian, with a promising future and a loving fiance named Betty Grof. His life took a downhill plunge when he acquired an ancient crown from Scandinavia. He put it on, blacked out, and awoke to find that he had said or done something horrible to Betty. She left him, and he never saw her again.
In the days following, his body temperature dropped, his skin turned blue, and he began aging rapidly. Each change became increasingly worse whenever he put the crown back on. Though he knew it was responsible for the changes, he was still compelled to keep it. The crown granted him magical powers and immortal life in exchange for his mind and body. It gave him visions of the future and urged him to freeze the world. Despite its temptations and power, he fought against it. Every day is a struggle to maintain his memories, personality, and humanity.
Unlike the Adventure Time canon, the Great Mushroom War never happened. However, Simon’s powers have still forced him on the run. He's looking for answers, for a cure, and to escape the destruction he's caused while under the influence of the crown. He's responsible for a ton of collateral damage across the US, small-scale natural disasters, and just generally acting really creepy and weird. Since the world hasn’t been apocalypse’d, there is plenty of documented footage of Simon’s crown-induced escapades. This means that he has an understanding of how he acts when he’s not in control, and there’s also a good chance that many of the Omegafriends know of him!
The only crime that he’s willfully committed was breaking into a Russian museum to steal an antique that he himself had donated- The Enchiridion, aka “The Heroes Handbook”. He had hoped that its mentions of magic and monsters might have something relating to the crown, but for the most part it’s just unhelpful gibberish. Oddly enough, the content of the book seems to contain information to past and future events… Although Simon does not know how to access it (and likely never will), the book can also be used to open a portal to access all locations in the multiverse.
Simon’s travels have led him to Venture City. By this point he’s accepted that he might not be able to completely get rid of the crown and what it’s done to him, but now he wants to find some way to control it and join the OmegaFriends as a hero. He's also been trying to keep his true identity as Simon Petrikov a secret. He doesn't want to be found by the people who used to know him (Betty in particular), and he wants to keep some distance from the “Ice King” identity that he’s known by publicly.
(Since I don't know if any Adventure Time characters are going to be apped later, I'm gonna say that Simon's travels with young Marceline didn't happen. He's spent the past few years mostly in solitude.)
Personality:
Simon is mild mannered, nurturing, intelligent, modest, and a little bit silly. He’s also surprisingly positive, and he always tries to make the best out of a bad situation. He’s fascinated by ancient cultures and beliefs, particularly arcane relics and superstitions. He didn’t think any of it was real until his encounter with the crown, and now he’s even more invested in the supernatural. He has found ways to manage with his failing short-term memory by keeping frequent notes and recording tapes of himself.
Despite the horrifying and chaotic nature of his powers, Simon is strong-willed and brave in the face of it. He would readily sacrifice himself in order to save others. In AT canon, he wore the crown multiple times in order to protect the young vampire Marceline, even though it increased the speed of his transformation. In an alternate timeline, Simon was able to stop the Great Mushroom War from happening by freezing the falling nuclear bombs, though he was pinned underneath their enormous weight and perished.
Under the crown’s power, Simon’s personality and mannerisms change so drastically that he could easily be considered another person. Ice King shares many traits in common with Simon, though they’re either taken to a drastic extreme or subverted entirely. The Ice King is self-serving, passionate to the point of obsession, grouchy, socially awkward, and carelessly destructive. He suffers from wild mood swings, lashing back and forth between an unshakable narcissism to a deep self-loathing. Simon’s true feelings over his new form seem to shine through from time to time; as Ice King also struggles with self-image issues, depression, and loneliness. His opinions and emotions are always kept right at the surface, and he has no form of self-censorship. Simon’s love of Betty (who he once called his “Princess”) has also morphed into Ice King’s creepy attitude towards women. He doesn’t understand relationships, and in his frustration he will occasionally attempt to kidnap them. On rare occasions, Simon’s positive attributes can still shine through, particularly if he’s in the company of those he cares about. He becomes far more easy-going, caring, and displays a goofy sense of humor.
There are a few notable differences in how Simon and the Ice King act and look. Ice King’s voice is shrill and high-pitched while Simon’s is even and calm. Ice King’s beard and nose are longer, and his skin takes on a more vibrant shade of blue. His manner of speaking varies between a threatening and dramatic olden-speak, to a weird modern slang that he uses when he’s trying to seem friendly or cool.
Powers:
Ice Powers-Cryokinesis is his main skill. He can flash-freeze opponents with lighting-like blasts, form thick ice shields, move pre-existing ice with telekinesis, and conjure entire storms of snow, sleet, and hail. Though he hasn’t mastered it yet, at some point he will be able to create living golems out of snow.
Flight- Simon is also able to conjure strong gusts of wind that allow him to levitate. When his beard is longer, it can form two wing-like appendages that allow him to actually fly for long distances. It looks really weird.
Immortality- The crown has made Simon immortal, for the most part. He can survive from seemingly fatal wounds, and has a remarkable recovery speed. (This can be taken to horrifying extremes. He can survive without his heart, and his internal organs were once stolen and grown into an entire living dungeon.) His ice shields can protect him from atomic bomb blasts, and he will never die of old age. He has only died in the war-free alternate reality, presumably due to starvation and thirst after being pinned under the bombs.
Wizard Eyes-Simon can see into the spirit realm, though he can’t interact with it at all. This is usually less of a power and more of an obnoxious hindrance. He has trouble telling the difference between things that are actually there and things that aren’t, and the visions are often frightening or disgusting. It’s one of the powers he hopes he can someday get control of and “turn off”. (Permissions post for if you want Simon to notice something about your characters!)

He seems to have more a bit control over himself when he has friends, especially if he’s compelled to protect them.

-He also likes martial arts movies and memorabilia, and the Ice King claims to be a master of “Fridjitzu”. In reality he’s just creating ninja weapons out of ice.
